The British Columbia capital city, and part of the largest population centre on Vancouver Island (the Capital Regional District) the City of Victoria has a direct population of more than 91,000, with the Greater Victoria area’s overall population nearly topping 400,000 – which is about half of all Vancouver Island residents. The first settlement in the area, Fort Victoria, was established in 1846 by James Douglas, then the Governor of the Colony of British Columbia. With a diverse economy that includes government (including a Canadian Forces Base in nearby Esquimalt), the University of Victoria, hospitals, manufactures, retail and a world-class tourist sector, the area is a centre for trade and commerce. Homelessness and substance abuse is a problem in the Victoria area, with the city having the third highest crime rate on the Island. Its Crime Severity Index was pegged at 157.71 in 2022, while it was 164.49 for violent crimes.
